CAM Consultancy

A pioneer in AV deployment consultancy, Silvera advises on both technical and regulatory aspects, with particular expertise in UK Automated Vehicles Act 2024 consultancy.

Autonomous Shuttle Consultancy UK

In 2024, Silvera was appointed lead partner on the groundbreaking Smart Miles project, developing the business case for an autonomous shuttle solution for the prestigious ITS World Congress 2027 Birmingham.

Applying key learning from Smart Miles, in 2025, Silvera acted as lead programme integrator on the new South London Level 4 Automated Ride-Pooling Demonstrator – a first-of-its-kind pilot to deploy a small fleet of fully electric self-driving shuttles to provide on-demand shared transport for adults with learning disabilities and autism.

This ongoing initiative involves an impressive consortium including the Shared Times charity as social impact partner, the University of Birmingham as academic partner, and the Research Institute for Disabled Consumers (RIDC), as well as leading automated driving technology providers and fleet operators.

Inclusive by design

Designed to connect community centres, health facilities and training venues, it supports the UK’s transition towards zero-emission, accessible, and commercially viable automated transport, in line with the Automated Vehicles Act 2024, the Centre for Connected and Autonomous Vehicles (CCAV) Roadmap to 2035, and the Greater London Authority Inclusive Transport Action Plan.

Across London alone, an estimated 1.4 million adults live with such conditions, many of whom depend on a fragmented mix of council-run minibuses, family transport and private taxis. These are expensive, carbon-intensive, and operationally inefficient.

Moving beyond technology readiness, and featuring social inclusion by design, this is the UK’s first automated transport demonstrator co-designed with and for neurodiverse users.

By embedding accessibility, sensory comfort, and cognitive usability into vehicle design and digital interfaces, it redefines safety to include psychological safety and user trust.

Impact, skills and reach

Generating robust safety analytics and environmental performance metrics, the Level 4 operation introduces an innovative contract-based revenue structure (institutional bookings and local authority partnerships) combining financial viability with measurable Social Return on Investment (SROI ≈ 3:1), linking social mobility outcomes directly to performance.

Being Silvera-led, this smart city consultancy UK project features skills development and domestic supply chain elements. For example, in safety case assurance (PAS 1881 / ISO 21448), autonomous mobility support, and new applied apprenticeship pathways.

With growing global expertise in on- and off-highway settings, we now offer CAM consultancy in Europe and beyond, notably in the Caribbean.
